Did Ruger ever make a 10-22 that shot the 22 WMR ? Do they have a semi auto rifle that does shoots the 22 WMR ?

Only the bolt rifles that I can think of. American, Precision, and the 77.

Yes, they made a 10/22 in .22 Mag. and a 10/17 in .17 HMR. They were manufactured from 1998 to 2006 with less than 50,000 made. When you find them they bring a premium around $700 from what I've seen. Here's a link to one on Gunbroker now https://www.gunbroker.com/item/803719589

As I recall, there was some trouble getting the 10/22 Mag to be 100% reliable. And 22 Mag shooters typically want more accuracy than a standard 10/22 will give. It just wasn't a big seller. It did make a pretty fair gun for close range predator shooting though. My buddy used one on Fox and Coyotes. He got rid of it after one too many of our big Midwestern 'yotes took a Mag in the ribs and still got away...great on fox, raccoon, and groundhogs though...
